1) Even if a person is willing to run a dungeon, they don't stay tuned to Zone Chat all the time
2) Your guild friends might not be in the same level / alliance that you to run dungeons with you
3) You still need a healer, tank and DPS to run dungeons, maybe in all your friend list you only have DPS
4) Whisper who?
5) The best way to exercise the social part of the game, is to getting a group of random people to a dungeon and then get to know them, I made a lot of friends with random people in games where the Group Finder actually works.
6) If the tool exists and works, it won't affect you if you don't want to use it.

Your answer proves me how hopeless you are. If you cant understand the essence to my post, no wonder why you cant find any groups...
Could ZOS add an incentive to the LFG tool so that players are given a reason to use the LFG tool?
I was thinking maybe have players actively earn XP as long as they are in the queue, with more XP being rewarded for selecting more of the options in the LFG tool. Once a group is found, the LFG tool XP bonus has a 120 minute cooldown. This cooldown would ensure players don't just use the LFG tool... quit the group and go back to using the LFG tool.
