Does anyone else have a problem with the General's Orders quest at Shinji's Scarp?

I cannot find the orc Sergeant to give him the General's orders.So I cant continue that quest line.If anyone knows,please help!

✭✭✭✭✭There are occasions where quest NPCs just don't appear for some reason. Since I believe that is the first objective in the quest, the best thing to do would be to abandon the quest and log off for 15 minutes. That's usually enough to reset NPCs.
