I was able to leave the bank after being caught by a guard while stealing (allegedly)! This is a huge change, and should have been in the patch notes (assuming it was not a bug). Wooo this is a good change!
Meanwhile, it does seem that bounties are taking a bit longer to tick down...is that new or just my perception?
That's correct. You can use the door to an outlaw refuge while in combat. So there is precedence for it.

I broke into a room and got noticed right away. They just told me to leave, so I turned around, looked down and said "Um, where's the doorknob?" Started looking around for another exit, but there was just the one door. They told me to leave again a bit more forcefully. Still can't find the doorknob. Run to back of the room and then to the door again and finally found the doorknob just as they were telling me they were going to call the guards. Interestingly, no bounty when I finally got out.
You both do understand we're not talking about the same thing right? Being caught stealing or committing a crime and being IN COMBAT from a Guard are 2 totally different game mechanics. That's what the OP is referring to. I haven't tested it yet but previously if you were accosted by a Guard while inside a Building it was a guaranteed death sentence as the doors magically wouldn't work, even though you could enter the Refuge with a Guard stabbing you in the back. Hopefully ZoS did ninja fix this and hopefully the Guard also comes out and continues chase, like what should happen.That's correct. I'm going to guess you've never been inside the Bank in Shornhelm.
