Nirnhoned, Sharperned: plz Explain it to me like I'm 5

I have heard ever since the game's release that these are "broken." I have inferred that sometimes these are broken in a "they-hardly-so-anything" way, i.e. they do little above a plain old staff, sword or whatever. I have also inferred that these are broken in a "they-work-way-too-good" way in that they ignore/penetrate way too much spell resistance. Apparently last week Nirnhoned was broken in the too-good way and now I hear they are broken in a harldly-so-anything way.

Can someone please once and for all explain what these traits are supposed to do and what they currently do on Live so that I, others who are confused, and the developers know exactly what is going on.
Make Rush of Agony "Monsters only." People should not be consecutively crowd controlled in a PvP setting. Period.

    Nirnhoned weapon : Increases Spell Resistance and Spell Penetration by 5% (1H), 10% (2H)

    But because of a bug now this nirnhoned weapons completely ignoring the opponents Spell resistance, means when one attacking a person with nirnhoned weapon equipped, all his spells doing 100% damage, with Jesus beam and all those other bugged spells and with a nirnhoned weapon you can imagine how ppl can abuse this exploit, hence all this chaos

    I actually recently made a video about all the traits here

    Nirnhoned on a weapon increases your spell resistance (which is like you armor against magic) and spell penetration (which helps your spells get through other people's spell resistance)

    Sharpened increases you armor (armor that saves you when getting physically hit, like a stamina attack), and increases your spell penetrations (which helps your spells get through other people's spell resistance)

    they technically fixed it on 2.0.1
    Itemization
    Fixed an issue where Nirnhoned was ignoring all of a target’s Spell Resistance instead of the value specified in the tooltip.

    Are those stack? I mean - you have x% spell resist on one piece of armor and same x% on another. How much it will be when you wear them ? x or 2x % spell resist?

    Nirnhoned is fixed.
    There is a bug with the Sharpened Trait that we're working on a fix for.

    I'm assuming you're asking regarding the numbers mentioned by mrvbalc. Look closely, he means 1 handed weapon and 2 handed weapons

    Nirn armor can stack on each other to get the most spell resist, yes :)

    no. I meant armor, not weapon. So I presume, armor is also stack. This is good.

    That would be the nirnhoned armor trait, which to the best of my knowledge, was never bugged.

    OK, I saw that they "fixed" it as well.

    But I hear from multiple people nirnhoned now is back to the "hardly-does-anything" state.
