Newbie Confusion with "Bars"

All, I am new and researching builds/skills. One thing I keep seeing is people having multiple bars? I know this sounds silly but what am I not seeing? I have one bar for 5 actions. Is there a suggested add-on to create multiple?

Also, why would I want multiple? Is this to switch between weapons?

2nd bar unlocks at lvl 15. Hint: drag a weapon to it from inventory to be able to add skills to it.

If you're referring to screen shots where people have multiple bars on screen at once it might also be that they're using an addon.

I know there's one fairly popular one that turns the quickslot wheel into a bar, and I seem to remember one to allow you to see both action bars at once as well.

@dayma Sorcerer's who use the "overload" ultimate also have access to a third bar, which is only usable when activating overload.
