Yeah, it's very disheartening to see this being put in the Crown Store especially after it was recently confirmed not to be included in the store. Yes, I remember reading the post in question myself at the time and how it put my mind at ease, but I suppose it was only meant to shut people up until it's too late.
But what's worse than that is the money grab decision of allowing anyone who just poured enough $$$ into game-time cards at the last mile to qualify for the tiger LOYALTY reward that, along with the rest of the rewards, should have been exclusive to those who, you know, actually stayed LOYAL to the game and kept subscribed through months and months of paid beta testing when everyone else completely gave up on any hope for the game as it was.
Now add to that the fact that PAST months of subscription give almost no crowns where-as future and leftover months give exponentially more return. Oh and they'll probably just release a re-skinned tiger or more that are almost identical to the loyalty reward that doesn't even prove anything at this point, what's next? I agree, these are exactly the kind of empty promises I quit RIFT for and never looked back, and that was before it's even more appalling free-to-play transition, so who knows how far ZOS will take this store of theirs if they're willing to do all this on day 1, but I'm not quite there yet with this game since the game itself is too beautiful and close to my heart to pass up just yet, but there is a limit.

There are multiple alternate tiger skins. So yeah, the senche tiger mount will only be unique in that that skin will only be for 300 days loyalty.

Actually it was done because ZOS said quite clearly they wanted pre-order /CEs to be something special and worth having, not some token gesture.I am very, very happy that Explorer's Pack is being sold on the Crown Store. It was severely idiotic in the first place to give such a major freedom solely to the people who pre-ordered the game. It's probably the only thing I am going to pay for now that the game no longer requires a subscription.

To be fair, this reasoning doesn't apply to digital versions. We're still working out the exact Crown Store update cadence, but we will add new items at least once a month. You said that "if it keeps the cash flowing"... 100% agree and that's one of the things that baffles me, that they AREN'T ensuring a cash "flow" they are offering a one-time purchase.
I suggested that both the Imperial upgrade and the Explorer's Pack be placed behind the Subscription. This way ZOS creates ongoing revenue and a reason for players to keep their subscription/resubscribe.
Want to create an Imperial? Need a subscription.
Want to create a race outside of an alliance? Need a subscription.
Want a NEW Pledge of Mara? To buy that, you need a subscription.
Want an Imperial Horse? To buy that, you need a subscription.

It still wouldn't provide a regular cash flow because people would subscribe when they want to create a character in a different alliance, or buy the Imperial horse or whatever and then let it lapse afterwards. Unless you're seriously suggesting that people who create a character in a different alliance should lose access to that character any time their subscription runs out.
Also, What about people who already have the explorer's pack and/or Imperial edition but don't have a subscription? Are they they exception and they get to keep the upgrades anyway, or do they now have to pay a subscription to maintain access to something that was sold to them as a one-time purchase?
But maybe the most important point is that the absence of anything that guarantees each individual player keeps paying the same amount regularly shouldn't be a problem for ZOS, unless they're completely stupid. They (or at least their accountants) should be well aware that it doesn't work that way with a b2p/cash shop model. Instead they'll be looking for the average amount spent by all players combined to average out across multiple months to enough to keep the company running and allow some money to be invested in developing new content and items.
Pretty much the same way most companies operate. To take a random example Nvidia don't depend on individual people buying new graphics cards each month, or even every 6 months to keep their income going. They know the vast majority of their customers will only buy a product once every few years. But they also know they're not all going to buy it at the same time, so between that and ensuring they regularly release new products to appeal to new people (or persuade their customers from 5 years ago to upgrade) it averages out to a regular income.

I covered some of this in the post I linked. Yes... those with the benefits get to keep them. I am not suggesting anyone lose access to anything once their benefits lapse. I am suggesting that these benefits would entice players to subscribe.

The idea is to entice players into subbing so that a longer, more steady revenue stream can be established. If ZOS expects to make it into the future. a new horse here and a new costume there just isn't going to make it.
