When can I buy XP pots to lvl my alts through the misery of VR?

Its obvious VR isn't going away anytime soon, so I would like to bite the bullet here...any word on when these will be available?

Force weapon swap to have priority over EVERYTHING. Close enough.
Make stamina builds even with magicka builds.
Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
Werewolf is not equal to Vamps/Bats.
Make stamina builds even with magicka builds.

In response to the invitable complaints that such EXP potions would be Pay to Win, ZOS could require completing Cadwells Gold on at least one character before you can unlock purchase of them for your alts. Anyone who has Cadwells Gold can claim they have won the game. From that point forward EXP potions would not be Pay to Win, they would be "Pay to Avoid Having to Repeat the Mind Numbingly Boring VR Level Grind"3 -
