Provisioning in General

I have a couple of questions:
1) I can see that vendors are selling food and drinks. However, they are only selling one type of food out of it and it's 2 counterparts (for example, the chef vendor in Auridon only sells Chicken Breast (Level 1 Meat) and not Fishy Stick or Roast Pig). Does this mean there are alliance specific foods, but all the recipes can be obtained in any region?
2) Are Veteran Rank 10 foods/drinks being sold by vendors? If so, where?

✭✭The better question would be "Why are you buying buffs from a vendor instead of making your own or buying from a player-provisioner"? Player crafted items have higher stats, and provisioning is one of the easiest crafts to max level. AJTC5000✭✭✭✭I only make my own food. But for the sake of simplicity, I want to know why I can make 3 variants of the same buff. They talked about reducing the number of ingredients, but it seems I'm going to keep all of the new ones in my bank!
