Justice System vs The Artisan

The Artisan quest in in Greenshade: I'm supposed to recover stolen valuables to give them back to their owners.
Problem: getting to the items requires breaking into people's homes.

This makes very little sense to me.

Working as intended. Just because you are recovering stolen items, doesn't mean you aren't still "stealing" them from where the real thief hid them. Since you are working undercover, it wouldn't do for you to have special dispensation to enter those houses. You're also still trying to maintain the cover of your employer for this quest.

This quest is unsolvable for me, as I do not have the eye-hand coordination to pick locks. This is unacceptable requiring lockpicking skills to get in to solve a proper quest.

I cannot lockpick properly...I don't have the skill to do so within the time allowed, even with simple ones.

Hmm, that's a tricky one. You could always try levelling Legerdemain to get the Locksmith passive, which increases the chance of successfully forcing a lock.
Having to pick locks for quest-related content is not new though, previous TES games had it as well (outside of Thieves Guild and Dark Brotherhood).

    Wait, seriously?

"I'm not good enough to perform this task, that's unacceptable."

ESO is a fast paced Action-RPG, twitch reflexes and hand-eye-coordination is the name of the game here and the mechanics all around, including the lock-picking, is based around that. I don't usually like telling people to "l2p or gtfo" but honestly, i don't think this game is for you. By all means try to stick with it, but just know that things get a LOT harder later on, not just with lock-picking, and to pick those locks, you need to improve.

Contact support and ask for GM intervention to open the door / move you inside.

... or leave quest-related houses unaffected by the Justice System @ZOS_GinaBruno? :*

I do think general quests should have options other than involving the justice system.

It was a long time before I was able to successfully lockpick because I have poor eye hand coordination as well.

I think it would be great to have quests that are specifically for the Justice System/Thieves Guild/Dark Brotherhood when they come out. But this quest and several others should have other options than just unlock the door.

If you do not want to lockpick (or if you are not very good at lockpicking), then don’t forget that you can always Force Locks. It might cost a bunch of lockpicks to do successfully, but you can generally pick up lockpicks regularly in loot, and Innkeepers and general Merchants sell them, too.

Also, you can put points in the Legerdemain skill Locksmith, which will significantly increase the odds that a "Force Lock" attempt is successful. :)
