Im returning and looking to start fresh and an looking for a guild maybe just starting out with low lvl toons. Focus mainly on pve.

Do u guys do or plan to do the harder content, trials and such?

yes we have some of us that do pledges right now regularly but we are trying to build up or base of players who are able and willing to do trials, arenas and other end game content. we would also eventually like to get a regular cyrodill team together but that's farther down the road I think compared to trials etc.

Should check out Black Hand. We're PvE focused, but PvP as well. Since the release of tamriel unlimited we've had some old guild mates come back that are still leveling (and even folks rerolling from other factions).

We're Ebonheart Pact - NA server running on EST time (or really when everyone's schedule fits something.. lol).
