But that dress deal is odd. Was it on PTS? It doesn't make sense to remove it.
Yep, some of the armor is just fugly. Except for the overly flamboyant shoulders, I think this was them trying to stay true to the lore more than anything else.The armor in this game looks bad in general, atleast in my opinion. The only armor that looks good is the Imperial Heavy. The armor in Skyrim, Morrowind, etc. looked much better.

Don't forget their paranoia about being harmed in the hips. I wish we could have a "hide shoulders" and "hide hip pad" options.
