Considering the fact that most textures are stored server-side, it ain't happening. MMOs have to be playable on a wide range of computers.
The Skyrim texture pack was optional, if they did the same thing with ESO it wouldn't be an issue.

ok but in all seriousness.. the graphics won't be what changes... at most consoles will be stuck on medium/high while we can choose to play on ultra (complete guess here). Dunno why you think they would all of a sudden lower the graphics for us? o.O

It would just take someone modding it as they did for skyrim and other games, swg has a high res mod pack that has nothing to do with the server side at all. You can mod the textures client side all you want to.
Is that legal? Pretty sure that add-ons are limited to LUA-only, and that's why a lot of textures are data from the server. If textures were clientside and alterable, people would exploit that like crazy.
