It does not grow back, also an Argonian can't live long without a tail. Important glades are in the tail and they will die off within 1 to 3 months without it.

the thing with lizards is the tails actively detach, they don't get ripped off or anything (though usually they detach them whe. some predator has got hold of their tail). They have muscles in their tails that can separate the spinal vertebrae so it just drops off, then when the tail grows back it's not the same as before, it's almost like a kind of fake tail. it has no bones but grows a replacement spinal column out of cartilage. it's less flexible and sometimes the re-growing process can go wrong and the tail gets two ends, etc.

On the other hand trees can grow back whole branches and organ-like structures like flowers, and the argonians are essentially organs of the hist trees (which can by the same token presumably regrow whole argonians), so where does this leave us?

You could say that it's very unlikely that argonians would be at risk of being caught by the tail by some predator so would never evolve that kind of defense, but then argonians are the most completely biologically absurd fantasy race ever

Maybe there's some crazy huge artery that is in their tail and if it gets cut they bleed out and die.

But if THAT were the case wouldn't we see Argonian tail armor?

Since there ISN'T armor on Argonian tails it would be safe to conclude that they aren't overly concerned with protecting their tails.

Since they aren't concerned with protecting their tails... I think it's not too far a leap to conclude that they do, indeed, grow back. If they didn't, I would think they would want to protect them.
What ESO really needs is an Auction Horse.
    That's right... Horse.

Of course it grows back, it takes approximately 1 to 3 hours but they have to get into deep water.
