I got the licenses for both enchanting and alchemy. I respecced and dropped alchemy for now. Is there any way to stop that alchemy writ quest from popping up in every city?

    Nope.

    They're quests which are available to you at any level so they're going to remain there sadly.

    I take them, so and keep them in my journal, that way I dont see the quest markers
