Changing vr13 item to vr14, no change of stats (exept armor/value)

Is it bug or... cos price difference is huge.

Healer set and Arch-Mage set are all like picture above, no change of stats when upgrading vr13 to vr14.

A guild-mate of mine was wondering about something along this line last night. If you upgrade an item lets say, from blue to purple, are the stats the same as if the item was "spawned" a purple. She hesitated buying an item from the guild store fearing that someone has upgraded the item just to inflate the price. And while the item is better if it is upgraded. If it "spawned" at the color she wanted would it start with better stats that an upgraded version?

Highest glypths are V10-V14, so enchantment will be same on both because of that. And to see difference on set bonuses, you need to compare full equiped set of V14 to full equiped V13 to see the difference (or compare them without any piece of the set equiped)
