First question is, why are you reinstalling? Run the Repair option first, that should fix whatever is borked.
Now, if you are moving the game, there is a way to do that too.

Those are the localized voiceover files. If you're skipping them, no wonder there's no sound.
As for the clean reinstall:
- Delete the folder where you've installed the game, e.g. C:\Program Files (x86)\Zenimax Online (or similar).
- Delete the folder Elder Scrolls Online found under Documents (Important: You'll lose settings, addons, and addon settings!).
- Depending on the installer you've used there might be one or two registry paths, but these only contain the path to your installation and a default language/region for the launcher. Both settings won't interfere with a reinstall and will be overwritten anyway.
Instead of deleting the ESO file in Documents I'd suggest simply re-naming it so you can still get hold of files in there that may still be useful, you can delete it once you've re-installed and got things running again.
It may also be useful to compare some things like the 'settings' data you had before in case something there changed and caused your problem: the concern of course is you do all this work and incur another massive download and things are no better.
As to your original point (6), I'd install off the Account page, at least that SHOULD be working properly. /pray

After running the repair client & getting the 2.8 gig download my sound no sound issue is resolved. You may need to do exactly the same.
