Failure to pay subscription and How it matters to my account

I am wondering what are the business rules concerning my account if I am unable to pay my subscription fee? Specifically. I'm wondering if my account will be wiped if I am unable to pay for a number of months.

At this time there is no limit on the amount of time an account can remain inactive. You will still be able to resubscribe as you choose and continue.2 -

i reactivated my old account after a break.
yesterday i logged in to game.
i cant see my characters.
it seems i lost everything.
is this normal? i really want to play the game, but i dont want to create a new char.0
