So i was just walking around, doing my thing, questing and stuff, when suddenly, i hear a voice:
"Ogmir, the fiercest of my warriors"
...Wait a second, who was that?
"Belknar, My most trusted thane."
...Hold on, is that? It couldn't be...
"I fought beside each of you, i know you're worthy of sovergard, it won't be long until we will feast together in the hall of valor!"
That's it, without question THIS is definatly Balgruuf, well, he is really Skavwulf the Maul, sitting as a ghost outside the Temple of Mourning Springs. I sat there for minutes listening to this dialogue and there is no way in hell that is it anyone but Michael Gough. It was quite a treat hearing such a familiar voice. I couldn't find any reference to him in ESO, so i assume he's just this one character. I've just started playing, so i could be mistaken, feel free to correct me.

✭There are several voice actors in ESO which also gave their voices to some Skyrim characters. I don't know them by name, but f.e. Shalidor's voice in ESO is the same like Beirand's (the blacksmith in Solitude), this voice actor spoke even some more characters in Skyrim and ESO. I can't help it, but it feels like he has the perfect Nord voice.
Ostarand (you'll "meet" him during the Fighter's Guild questline) has the same voice like the default male Breton voice in Skyrim (I know this since I had a custom follower there which had this voice).
One time in ESO I thought I heard Farengar Secret-Fire's voice, but without the lisping (which was actually pretty cute, though^^). I think I've noticed some more, but I can't remember which at the moment. :-)
The voice actors in general in ESO were perfectly chosen and couldn't have been any better. Sometimes I even let certain NPCs repeat their speech/dialogue, just to hear their voices once more
