the thing is - ZOS made provisioning deliver point based on HERO LEVEL

I don't think that's true. My provisioner has been delivering writs to Sentinel in Alik'r Desert since she was level 24 or so. That's a level 31-37 zone, and she's doing max level provisioning writs (although having said that, the writs always call for level 40-45 food/drinks, even though she can craft VR10 items, and I'm not sure why this is).
You can't get writs for veteran items until your character is a veteran. I'm losing out big time because of this with my enchanter, but I really can't bring myself to level her up.
Ah, that explains it! Thanks, when the writs first started I was concerned that my provisioner would end up with writs that she couldn't hand in because she couldn't get to Craglorn... This explains why that hasn't happened!

With all of the writs you'll only be tasked with creating and delivering goods based on what you can actually craft. If your skill is 50, but you haven't put any skill points into being able to do higher level recipes, you'll only be given writs to do low level recipes. The same goes for blacksmithing, or anything else.

Yeah, this appears to be the distinction that's missed here.

You can have level 50 provisioning without ever putting points in to the skill, but it's your actual crafting skill (the level of recipes you can make) that determines your writ requirements and delivery location.

Yeah, this happened with my crafter after 1.6. I picked up the writs in Craglorn and didn't realise that I hadn't put any skill points in the blacksmithing levels, so it wanted me to make iron daggers and turn them in to Davon's Watch (which is the worst place to hand in writs in EP, I think). I just abandoned the writ and picked it up again.

Craglorn is the best place in the game for crafting writs of all kinds.

Once you hit level 50 in a craft, is there any reason to do the writs at all?

    Oh yes!

I was doing the consumable writs religiously on my Alchemist/Provisioner/Enchanter.

Good source of provisioning mats and soul gems, as well as alchemy mats (particularly if you got a survey).

And now you can even get Kuta from the Enchanting rewards (the box).

I haven't done the equipment writs due to lack of time, but I have to get into them again.

Absolutely. Consumable writs have great output relative to invested effort, especially Provisioning (currently one of the only two sources of purple ingredients). Blacksmithing, Clothing and Woodworking are... debatable. Hirelings were strongly nerfed in 1.6, so writs are worth doing for gold tempers, but IMO they require too many items. They are far more challenging to do every single day than consumables.

For provisioning in particular the return on your investment of ingredients is so high that it's foolish not to do the writs. For alchemy slightly less so, but it's still definitely worth it, as you still get a very good return on investment. For enchanting it's less of a return again, with the possibility of getting a survey report just barely pushing it into the category of "worth doing even at level 50" IMO. For the equipment writs, I don't think they're worth doing at level 50 unless you've got a surplus of materials that you'd just be going to the vendor with anyway.

Writs at 50 are great, free repairs, nirncrux, yellow tempers, 600 gold, material from surveys, occasionally rare prov mats. The materials to make them are covered by the gold too.

Actually, this is a good point: if you're buying mats from guild stores rather than spending time gathering them yourself, then the equipment writs are more worth doing, as long as you can buy enough refined mats to complete the survey for less than the gold reward you're getting from the survey.
