Why are some Bookshelves that are meant to just read books from marked as Steal?
Have found 2 of these so far. Book shelves and book stacks/rows that are meant for you to click on to read a book. Marked as Steal.

I'm going to. Seems like all the bookshelves in the dorms at the College of Aldmeri Propriety are tagged as Steal.
