THE MAIN PROBLEM WITH RADIANT IS NIRNHONED WEAPONS IGRORING 100% OF SPELL RESIST... FIX THIS NOW
Ehm.... no.
If you test it it does not make this huge different. Sure it is buggy and should be fixed, but Radiant Destruction is still the better Soulstrike without beeing an ultimate. Even "little" templars without the nirn trait spam this skill and burst the enemies down.

Did you do some testing on this Gal? My current Templar setup has a lot of Spell Pen.
Legendary Nirnhoned Staff - 18%
Champion Points - 3.1%
7/7 Light Armor - 4736 (Don't know what that translate to % wise.)
Apprentice Mundus Stone + A few pieces of gear have Divines.
On top of that I have 27k Magicka + 2k Spell Damage + 20% Empower buff + 20% Major Sorc buff + 10% more damage on next attack.
Trust me, if you're not wearing heavy armor, its going to hurt a lot. I've ran into heavy armor wearers that can take a full blow and not get killed.

Im suspecting because the heavy armor wearing folks usually have invested in high health... they take the same damage but have the health pool allowing them to heal through
I seriously doubt the army of vr 1-13 templars running rampant in cyro all have nirnhoned.

So, do I understand you correctly? Are you saying that because you have encountered a few people in heavy armor that can survive the single attack and not die, the skill is not OP?
