.....yet we either have to pay or run when the guards catch us....why can't we persuade or intimidate them?

You should still have to pay the bounty, however the persuade should help lower the bounty by half cost with a 10-30% success rate. Fighters Guild intimidate should give a 10% to 50% rate to make the gaurd go away with no bounty clearing, depending on the area and your level. Failure in both raises your bounty.

Considering how OP those guards are, I don't think they could be intimidated...

Guessing the guards in question have to pass the Jedi-mind-trick test before given a badge.

It does seem a bit peculiar that there are no corrupt guards, willing to take a bribe for a lesser amount?
Just because you don't like the way something is doesn't necessarily make it wrong...

Hehe. Now that would make things interesting.... recruit an NPC guard into your circle, receive a particular bonus.

    Hmmm...That's an intriguing idea.

So RNG determines if a guard is corrupt when they catch you. Then, as part of the dialogue:

    If guard is corrupt:
    • [Persuade] Reach an Agreement option: 40% chance to pay bounty but you get to keep your stolen items
    • [Intimidate] Threaten option: 20% chance to pay no bounty and get to keep stolen items
If persuade/intimidate fails, must pay bounty + bribe (bribe = % of bounty, maybe) to keep the guard quiet, but you get to keep stolen items.

    If guard is not corrupt:
    • [Persuade] I Was Framed option: 20% chance to pay no bounty but lose all stolen items
    • [Intimidate] Refuse Search option: 40% chance to pay bounty but keep all stolen items
If persuade/intimidate fails, must pay bounty + fine (same % of bounty as bribe above) for trying to subvert a guard, and you lose all stolen items.

That sounds like it'd make the guard interaction a lot more interesting.
