Is the Wind Walker passive working?

Since 1.6 (despite re-speccing with the same skills and passives) something nasty seems to have happened to my Stamina regen. I used to be able to use Blood Craze endless hardly denting my stamina but since 1.6 the same attack drains my Stamina quickly despite having point more points into Stamina; Stamina seems to drain much more quickly in general than before.
Since Wind Walker (Medium Armour passive) should give me around 28% increase in Stamina regen. with a full medium armour set equipped, I was wondering if it's currently working.

This. I used to see a red circle on the ground and dodge roll out of it. If I saw a mob winding up a power attack, I'd block it. Now I am constantly out of stamina and have trouble taking defensive actions that use stamina, like CC break, dodge roll, and block.0
