Its prismatic weapon, the gift for finishing the last quest of fighter's guild (will of the council).

You can choose the weapon type, pic shows a prismatic staff.

Yep it's prismatic. That's the one I chose for myself at the time since I was leveling destro staff. It's not a crafting style at the moment. Although Barbaric makes a pretty cool looking crafted staff.
