Know your surroundings if you are an outlaw. Know where the guards are, and the routes they pace. Know where your Outlaw Refuge's are, so you may run to them quickly if you are being chased, know a nice water base place to splash down into so you may swim away (if you're lucky) ... etc, etc....

If you have a bounty, a bank is close to the last place you want to be. It is like going to a real world post office and standing next to your picture on the wall.

If you are caught trying to steal inside ANY Bank a Guard will accost you the moment you try and exit the door and then if you choose flee you cannot use the door anymore. It's likely a stuck in combat bug and it was reported to ZoS during PTS, I see they did nothing about it. On the flip side if you are out and about in Town (not inside any building) you CAN enter the Outlaw's Refuge even while a Guard is stabbing you in the back. ZoS needs to make it the same, either you can't use ANY door while in combat from a Guard, or you can use ALL doors while in combat from a Guard. I think the advice while given is good misses the point. How does it make sense that because you are in a combat state that a door would suddenly not work even once you reach it? Will that condition carry over once other players are involved? Generally a thieves main defense is to run if you take that path away you gimp the ability to play a thief.
I have run into the hideouts while in a combat state with the guard in site, so it is possible to make an item/container intractable while in a combat state. So they need to apply this to all doors in the world.
This needs to get changed, to be honest. If you get arrested and you pick the dialogue to flee, you should actually be able to flee and not get locked inside buildings.
if you are in a mages guild you can use the Eyveya portal if you have gotten that far in the quest line and its a great place to go because there are not any guards there, also you can use the portal to the earthforge in the fighters guild
Stealing from containers has been ultimately more lucrative AND safe than pickpocketing and murder. I have a friend that gets 16k an hour running a circuit in auridon. Helped me pay off my murder debt.
