I would prefer it if drops/rewards were stronger but didn't form part of a set - so while you benefit from an OP reward you do have to give up something in exchange.
In fact I think the whole "crafted gear best in the game" issue could be solved by increasing the strength of drops but having sets only available through crafting.
On the plus side, in your case you can craft a VR14 weapon that does greater damage and it forms part of a set that gives greater critical and a big boost to stamina.
And it also depends on what kind of glyph was used to give the Hundings axe it's Crusher enchantment. Was it a white level (Ta) glyph, or a gold level glyph using a Kuta? That can make a big difference on the strength of the enchantment.
