It's actually a trick people are using: rack up a huge bounty but keep all your gold in the bank. You'll still get destroyed by any guard who sees you, but you won't lose the bounty gold. I'm hoping they change that.
That's an interesting point actually. I agree with ZOS that the guards shouldn't take gold from the bank, but what could happen instead? Should it be that the bounty does not decay over time at all (or decays much more slowly) so it's not so easy to get rid of? Maybe set it so that it can only decay while logged in on that character, and cannot decay while you're not playing? It would be good if there were also some "free" ways to clear your bounty, like community service. Jail would also be an option, but as others have said, I'm not sure how jail would work in a persistent world. Exile could also be an actual option on the guard's dialogue; you get ported to the middle of nowhere, and by the time you get back, your bounty will have decayed some. (If it hasn't decayed enough, you get immediately arrested again.)

I say drain the accounts. You want to discourage random murder sprees? Add consequences. And since gold is the only real consequence that seems to get people's attention, that should be where they get hit.

You could also hit them in the eXPees. (I guess that could be the equivalent of previous TES "jail time".) Some amount of progress to the next skill level in some skills is wiped. (Any maxxed skill is dropped to 49.) The number of skills affected is proportional to the bounty value.
I remember posing in quite a few threads about this over the last couple weeks... I would fully support to have a choice of going to jail, finding yourself in an large PvP-enabled public dungeon without your gear, wearing prison rags, and there having to spend a good deal of your gaming time doing mindless repetetive tasks while you could be earning C-points instead as punishment for your crimes... or find a way to break out of prison of course.Shlankwald wrote: »They really should add an alternative (like jail time). Mass Murderer achievement cost me over 45k gold today...
I suspect that name is already taken... In fact I'm sure of it, as I'm pretty sure one of my guildies has a character named Arya.IrishGirlGamer wrote: »Mass Murderer achievement cost me over 45k gold today...
Wait ... you can get a Mass Murder achievement?
Time to roll a new toon ... and call her Arya ...

I love how the guards will mark you as "kill on sight" if you manage to run away. I also love how they can see through stealth, chase you as far as they want out of town, stun you constantly, and my new found lack of healing efficiency means I can do nothing but die.
I stole ONE item, and didn't have the gold to pay at the moment (transferred to my other character). I was in a bank, didn't even pay attention. I couldn't leave, so the guard started killing me, fought back for the 1-2 seconds it took for them to kill my vet sorcerer, and am now KOS.
Log off for the day, back in and wander around - and kos again. At least in Oblivion and Skyrim I could a) run, b) fight back. My character is in a level 20 zone. Guards being able to just stomp me isn't really fun. These are the guards who couldn't do anything to the army I had to stop - but one of them can beat me without even a thought?
What about those of us stuck in a city? I can't wander past the wayshrine. Really frustrating, and my choice now is basically to ask for someone to send me gold, lots of gold since I have a HUGE repair bill courtesy of this stupid system, and they already took back the item I got from the chest, so after 4-5 deaths I think it should be pretty freaking obvious that they already got their blasted pound of flesh.

Well, a few things don't ring true here:
1. If you stole one item, then you're looking at a very small bounty. It's inconceivable that you wouldn't have the bounty on you when cornered by a guard unless you deliberately dumped all your gold at the bank.
2. If you flee, they'll try to kill you, but guards absolutely have a specific range. They can also be fooled by any invisibility effects.
3. If you logged off, your bounty would have been gone unless it was much more than the bounty for a single theft. Logging off for the night should erase somewhere in the realm of 3-5,000g from your bounty tab.
So either you're neglecting to mention something or you're experiencing an extremely weird bug.

This has not been true so far for me on the rare occasions when I get caught.
How are you stuck in a city? You can sneak out to a wayshrine or a refuge easily - just keep an eye out for guards patrolling and avoid them before they get close enough to detect you. You can also teleport to a friend, group member, or guild member without using a wayshrine or gold.I love how the guards will mark you as "kill on sight" if you manage to run away. Absolutely. Your only reward is the removal (or reduction) of your bounty. Perhaps also a bit of XP for bothering to do the quest. These quests could also be offered to upstanding citizens who want to make a bit of gold.newtinmpls wrote: »Community service as a repeatable quest. Or go to Hollow City, Coldharbour. All the comforts of home (full banking, including guild bank, guild traders, writs, crafting tables, grocers, you name it...), none of the drama of Justice.Orihara_Izaya wrote: »Is this intended? I have 0 coins in my inventory so I can't pay my bounty
Yes it is intended. What you should be doing is going to the Thieves guild/hidden fence place and using the banker to get gold to pay for your crimes. If you don't have gold in your bank the only way to escape your cycle is to go into Cyrodill where their is no justice system and chill for a while.

Or how about incorporate the promised PVP-Justice-Enforcer element as a punishment option? Don't wish to pay for your crime this time? Here is a bounty certificate to hunt down 10 "known criminals" in PVP - and then anyone with a bounty while PVPing is flagged appropriately in Cyrodiil. Killing those players while PVPing counts toward the bounty certificate.TheShadowScout wrote: »I remember posing in quite a few threads about this over the last couple weeks... As an possible option to choose from (fine, fight/flight or prison) it would be nifty! Though also some more effort for the developers, but maybe someday... it'd be worth a achievement!
