There stupid patching systems doubles that so if you need 40gb to install the game it won't let you install unless you have 80gb free....
Its the most stupid patcher I have ever used.
One time it forced me to free up 20GB for 3 files...even though I had more than enough free space it just refused to download the 3 low size files unless I freed up another 20GB...
Its a piece of crap client.

In the end I had to uninstall / delete a different game freeing up 20GB for a stupid 3 files that don't even take up 1GB....just to get the patcher to realize my hard drive did have enough space to repair....
I then I had to redownload the 20GB game I uninstalled. It was annoying and should not be needed but was the only way I could get the patcher to do what I wanted it to do.
I tell you now, if they don't reduce the size of their client and fix their damn patching system soon, they can kiss this game goodbye.
Even then my patcher still comes up with "manifest error" bug sometimes so it never really fixed my issue.
But yeah you basically your going to have to free up more room than you actually need otherwise the patcher will just keep telling you "you don't have enough space" when you do.

Uh... most games and software needs room to store a patch plus a bit of scratch room, before being able to update. It's not a problem or fault of ESO. I think the last time I felt as if a 40gb game client, let alone needing 20gb more for a patch, was an issue was probably back in 2008 when I got my first 64GB solid state drive and they were barely on the market. Nowadays you can get 480-512gb drives for $120-140 pretty regularly on sales, and you should have a big hard drive (2-3+ terabytes) for general storage regardless. You could either have just moved something off temporarily in that case, or done a windows directory junction for the patch folder so that it would save patch data onto the hard drive seamlessly.
