Anyone elses group tool not working?

I've recently came back to playing eso, played the beta and then a bit after the launch. But now I just seem to not be able to find ANYONE in the group tool for dungeons. I started a new character, I'm level 20 or so now, but I have literally been 'searching' for group members for hours and hours without it finding a single person 
I'm not sure whether its because I'm at a low level now and its just new players who might not realise/ understand the tool and all the old experienced players are way into veteran ranks now and so would not be looking to join a group for low level dungeons.
When eso first launched, it would find me a whole group in a second, but like I said I'm guessing this was because the majority of the population was all at the same stage/levels.
So is anyone else struggling to find groups this way, or is it just me?

✭✭✭✭✭Don't use the Grouping tool. The tool is better, but most people don't use it, so it's hard to find groups for that reason using the tool.
You find groups in this game by:
1. Guild mates
2. LFG in Zone Chat
3. PUGing with someone that you find in the game that matches or compliments your style
I never have to spend much time looking for a group with the first two methods. Maybe 10 minutes or so as people are finishing up what they are doing. The third can be quite effective too, it just takes some time for the organic process to happen.Enjoy the game, life is what you really want to be worried about.
