Mass Refine Before or After 1.6 Hits?

I've read about the nerf to Hireling temper rewards but have ZOS changed tempers from refining raw materials?
I have several hundred of each type of mat. I've harvested over the last week or so running VRs, would I likely get more purple/gold tempers refining them before or after 1.6 hits, or is there no change in this?

Kragorn✭✭✭✭✭@Islyn, cheers. I read the notes but I've also seen at least one poster in the PTS forums analysing this and his numbers didn't seem to go along with ZOS' notes. And yes, I've made my cordon bleu food already.
@Lhorion, I'm not asking about item improvement, what I am interested in is the rate of purple/gold tempers you get from refining wood/ore/cloth.1 -

Grileenor✭✭✭✭✭All I have read about the changes and tests of players suggest: shrug and play. Seems to be not worth bothering at all. I agree with the foods though
