1.6 includes quite a bit of new content. Much of which is excellent content such as the Justice System, found in prior ES titles. And yes, I can't wait until 1.7; but 1.6 is essential in so many ways as it improves the fundamentals of the game itself.

That's not what I recall them saying, but if you know it's factually correct rather than just an assumption then you'll be able to correct all the doomsayers who are claiming that there won't be any new content before the end of the year.

Stealing stuff is not new content and it certainly is not more important than new zones, dungeons and quests. The Champion System, while interesting in theory, is a failure when it launches because there is not nearly enough content to earn the XP required by the system.
Greed is the only reason we have not received any new content for months - and we won't receive any new content for several more months. We should have received the Imperial City in January and Orsinium in March. The Champion System should have been held back for the console release. The Justice System should have been held until the Thieves Guild and Dark Brotherhood lines were ready.
Whomever is making the product release decisions with this game needs to spend less time listening to bean counters and more time listening to players. As far as I can tell, player interests and needs are of absolutely no concern to ZOS and they do not factor in the decision making process at all.

You won't get any content before the end of the year, not because it's not ready, but because on a marketing point of view, you can't release any content before console release (you gotta box the game and if you ask players to DL a huge patch just after they buy the game it will annoy them), and once console release is live, you have to wait for some time before releasing a DLC to make sure many of the console players will buy it and in order to avoid a big big content patch so close after the game release which is why we have to wait.
Zenimax only cares about consoles and getting as much money as they can now. The faster your realize this, the easier it will be to understand their decisions.
As for the content being ready, they have been working on the solo zone and Imperial City for more than 6 months and their releases where planed for Update 6 and 7 but where delayed because of console.

You're contradicting yourself. First you said the DLC would be held back for a couple of months after the console launch in June, now you're saying the DLC won't be before the end of the year.
As for the content being ready, I recall them saying that they weren't happy with it in its present form and wanted to do more work on it, so you wouldn't have it yet anyway. I think that comment was in an ESO Live, probably last month I think.
Neither of us really has the first idea what state the new content is in, or when it will be released. We certainly don't know how long it will take to convert it to the console versions. However, it seems reasonable to assume that with the change in business model ZOS will have to release content quickly and often, that's how they'll make their money, and on that basis I'd be very surprised if they weren't looking to release meaningful content (as opposed to e.g. potions, outfits, and mounts) in the Autumn.
