Carrots are unusual, but they aren't actually that rare. From the proper containers their drop rate seems to be around 30%. It might be as low as 10%, but again, not really what we'd call rare.
Tomatoes are also a little bit of an odd suggestion. By that logic, the non-blue motifs, oats, Kuta runes, Rosin, Tempers, and Dreugh Wax would also qualify. Tomatoes are fairly frequently available from a 3/3 Provisioning hireling, as are oats. So, while they're high demand, they're not exactly rare. Certainly not rare to the extent of something like Nirncrux.0 -

They probably didn't. In tweaking the drop lists for... wherever the vet 12 Claws drop, they inserted something and pushed it out of the probable range.0 -

Hopesfire. Im a huge collector of items like this and have everyone in the game other than these its an OCD flare up for sure. I would love an opportunity and just like someone said would be willing to pay a hefty fee for both of them to be honest! I just wish I would of known they were ever in the live game As I would have grinded them out hella quickly ! I would love to run around with trueflame in PVP just smacking people with a terrible sword and still win. Honestly ZOS put these babies back in if some people got them everyone should have a chance... Side note as well Auriels Bow and stuff like that, these sets that were removed should be put back in the game as hard obtainable sets like the undaunted sets. #bringhopeandflameback1 -

✭The only reason the price of unobtainable rares was sky high in Runescape was because you could actually wear them and show them off to people. However, you cannot do that with most of the above items, and even with the weapons, there is nothing special about them. So what is the point? The whole collector's mentality is to show it off. Without that, there is no reason to hold on to that stuff.

According to this post someone got it as a drop as late as January.
Although I can't prove that they did it, I figured that it would be good to get a verification.

✭✭The Claw Of The Dragon in VR12 is still obtainable, it just a very low drop rate, much like the VR12 Warlock Ring.
Shroud Of The Lich in VR10 and Dreugh's Heritage in VR10 are also rare, mostly because of the drop rate, but also because not many players farm dolmens in the veteran zones. The pieces to these sets only drop at dolmens and only from generals or sometimes the chest at the end.
If anyone has any of the above mentioned items, I'll pay more than enough to make you comfortable parting with them.0 -

There was a glitch at launch where they were in Stonefall's fishing drop tables. It got patched out within the first week. Like the daedric mudcrabs.1 -
