RPG question: Can you use high "level" motifs to make Low level clothing?

I'm a slow leveler who likes to play way too many characters, and I got an idea recently (after sleep deprivation; I'm already not saying it was a good idea) that I would like to play a goblin.
Granted, there are no goblins in the game, however I have created the world's least attractive bosmer (figured it was as close as I could come - too bad there isn't a more greenish skin tone choice for that race). I figure if I make a point of always having her crouch, it will be sufficient for role-playing purposes.
Since goblins tend to wear primal armor, I was wondering (on the off chance I can sweet talk someone into crafting for me - since I am always way to broke to afford a tenth of what I see being asked in crown stores) if it's even possible to make primal for a character under 10th level.
Anyone ever tried to craft low level Primal (or any other high level motif for that matter)??

✭In case you didn't know, goblin RP is already rampant. In a quest in Stonefalls involving the Romori family of mages, you get a morph gem that transforms you into a goblin. A male goblin, though. But you can basically play the entire game in goblin form from that point on.

Nutronic✭✭✭It should be noted for RP purposes if you're interested that traditionally Orcs were treated like goblins and even shared Orsinium with them. Not saying you'd want to try rolling and Orc, but in the first 2 ES games (Arena & Daggerfall) Orcs were enemies you couldn't even play. I guess just food for thought if you really want to try another race as a goblin stand in.

✭✭✭✭Good point, Nutronic. According to lore on the wiki some goblins are huge, so I could theoretically make an 'orc' (tempate) version of a goblin. But I love my little horribly ugly (bosmer) goblin, and when I get her clothing worked out, I'll post a pic.
