Arena & Daggerfall, they had them. Dropped from the game world in Morrowind, likely due to the big switch to 3d-ish grafics, and never yet reintroduced...Also, I can't think of any capes that the TES titles have ever had. I think it just looks dumb with hundreds of caped people running through towns and countrysides.

Creating animation for capes are hard. And it looks really bad if you dont do it right like in Arkham games.
They wont ( cant ) create animations like that for an online game so i hope they never introduce them.

They wouldn't have to create anything. They use Havok. Havok has a cloth plug in. The problem is their engine isn't efficient enough to handle the processing.
