Sublime✭✭✭✭Above 40% target HP it doesn't really do anything, but from there on it is basically a permanent Soul Assault. If you got the Radiant Oppresion morph it can hit a lot harder than Soul Assault.
I onehot a lot of people fom ~40% HP with it in PvP, so I think it will be awesome for execute damage in PvE as well, I haven't tested the PvE aspect yet though. ✭Currently in live server, if your target is at really low health, you can hit around 700 as magicka build with executioner from 2h line.
