Get the Destinations Addon as you are probably missing quests. It will show you all the quest hubs. If you just do the main quests for a zone, you won't level up as much as you need to.
If you get the Adventurer (certain number of quests in a zone), do the 3 Dolmens, all the Delves (skyshard dungeons for instance) and World Bosses and Public Dungeons, you will out level a zone more often then not.

Mostly just all the quest I come across and public / solo dungeons..
Yeah. You probably missed stuff.
Even without the addon, if you look at your map and see any areas that are kind of empty, go explore. That's how I found the quests I was missing in Rivenspire.

I did not skip a single quest and I tried using the dungeon finder to build up some xp but the wait time on that is insane.
Any tips? Do I have to grind out a couple lvls or what?

And this may be part of my problem....I just noticed I had a quest to visit the harborage and didn't realize it. It's fairly old too so....

I did not. I was in Sanguine's Demesne, a L27ish Daedric Public Dungeon with my L40 and got nothing for killing the daedra in there. Well, they do count for the various categories of kills that go to the Monster Hunter Achievement, but not FG progression.
Have to 5 or less levels above the mobs you are fighting to get the full credits from killing them.

@brandon.coker101_ESO , I have outstanding news for you then, as those quests never expire - they will level to your current character not matter what, ever since scaling was implemented.

I both love and hate the markers for Maiq and the 3 Random Encounters. Love that they are there, then I have to clear the encounters to get them off the map so I hate that the markers are there.......

Still getting loot and XP/VP from v5 mobs at V13..obviously not as much but still getting it
