I think they should do both so people can choose whether they wish to pay for this feature with in game gold or with crowns.
Most of us know by now based on what we've been told about the new B2P model that if a new feature is purely cosmetic, it will go into the cash shop.
But there could be some really interesting and fun game play built around putting this feature in game as a gold sink so I hope they will consider doing this too.
I would like to see if free for Subs and Crown Store for non paying players.

Going by the logic people have been using, I can tell you how they can consider this as pay to win.
In the past, if you decided you did not like the look of your character, you had to start a new character, losing all that progression you had on your old character, which is also any gold you spent for various things for your old character. If you can buy with real money the ability to change the look with your character, you are effectively buying gold with real money, since you will not lose the investment you already made into that character. Also, if someone who plays exactly the same way as you do, same skill and all, decided they want to change their looks like you did, but not spend real money on it, they have to start all over. This makes it so that even though the 2 of you play the same exact way and times, you get to the max level faster since you paid real money for the cosmetic change, and getting to max level before someone else is winning.
