Why not add a set of quests that start when you steal some important item from the NPC's pocket? It would be awesome — random quest that could be started only by stealing some important item.

Or add quests that include stealing as (optional) steps. For example, you could gain access to some area if you steal key from quest NPC's pocket.

Or make stolen items usable (rare powerful jewellry, for example, not just fancy shoes).
