I'm pretty sure it was mentioned in the ESO live show that had to buy to play announcement in it.
This is Q&A from Paul Sage two days ago. To me...and maybe its just me...but this absolutely screams exp boosters coming to the cash shop. If that happens....well....i mean yeah......

This is my take on this:
After March people who subscribe will get a 10 percent boost to exp.
People who dont sub will be able to purchase the same boost from the crown store using crowns aka cash.
Not having a sub or money to buy exp boosters will mean you are behind.
This is p2w.
im vr14. i have been vr10 since like 3 weeks after the game came out. this kind of cheap p2w stuff ruins games and you know it does. if you dont buy the exp boosters or pay a sub then you cant keep up. So here is a scenario :
Little jimmy isnt aware of these facts we listed above cause they cant get onto this forum. he buys the game for the console and quickly realizes that unless he buys boosters or subs he will fall behind. little jimmy does what alot of console gamers do and goes and sells this back to gamestop and buys something else. Console gamers wont put up with this. PC gamers wont either but for diffrent reasons.

'Fall behind' whom exactly? Other players? There will always be other players who catass at the computer 18 hours a day and locust the content. Hell, someone who puts in two hours a day will leave me in the dust. There is always a bigger fish in the ocean.
I fail to see how this is P2W. Everyone already levels at different speeds based on time invested and how they spend that time. I explore a lot so I'm going to be a lower level than the Type A guy who beelines the quest tree.

Buying a horse to ride around and buying a Exp booster that lets you can exp at a faster rate than someone else are different. In the cp system someone with 89 cp and someone with 90 are on vastly different power levels.

Also, what if I told you that you could buy Champion Points? That'd be P2W, right?
Well, XP is the same thing. Since XP gain directly equates to CP gain, it means that if you grind 110 Champion Points with 10% XP boost, you're essentially "buying" 10 Champion Points.
Even without this, what makes the time of these credit card warriors more important than mine? Why should they spend less effort to achieve things than I do? The whole notion of others having advantages they haven't earned cheapens my experience

Actually Decimus i've done 3-4 dungeons run with you and to archive your level they have to spend a looooot of money ( even my level is quite hig i remember a vet spindel run cleared with you in 12 minutes if not less) and with this money they will give to ZOS the possibility to push more content for us not wales.
At least this is my hope.

Problem is, while these boosters may very well be used by people with less time on their hands to help close the gap, they will also be used by the skilled people with a lot of time (and money) on their hands in order to become better than everyone else without that money.
That's just how it works in most F2P/B2P MMOs, and CP being related to XP gain, I can see some horror scenarios already...
They've also stated XP boosts willl be stackable, so someone with ESO Plus, Rings of Mara & XP Boosters (if those get added) will be gaining CPs a lot faster than you.
