Your OP implied that your primary complaint was the length of the queue and the fact that you were locked out of changing it. You can still enter any campaign if you have friends in it (and it's not full) using Travel to Player. You also do get rewarded for effort in any and all campaigns, you just don't get progression on the Emperor leaderboard anywhere except your Home campaign. You are missing the point, like many others that replied here. This issue has nothing to do with balancing which campaigns are popular or not, but player ability to actually join ANY campaign in such situation, due to flaw in campaign system, and/or be awarded for campaign effort (which guest campaign don't provide).
Also, don't you find it [snip] that you have to spend your AP in order to change campaign not because you want so, but because game don't allow you to enter one you have already chosen and played in with your friends, just minutes ago?
So, you are forced to spend AP to enter different campaign, most likely to one with little or no pvp at all, and on top of it you are entering sandbox campaign where you dont work toward your ranking/rewards at all. Note: please leave out comments how they are crap anyway since quality of rewards is not related to topic.

I don't understand why you seem forced to spend AP to enter a campaign with no PvP. If you want to go to that campaign, travel to a friend that is already in it, or set it as your Guest. There's no AP cost for changing the Guest campaign. That would also be my recommendation for choosing a Guest campaign; set it as one that never fills up, and then you can always enter it. If you find out later that there's good PvP going on in a campaign that is not your Home or Guest, then you can travel to a player who is in it. All I would say in this regard as something for ZOS to look at is that you should be added to the queue for that campaign if you try to travel and it's full.
Yes, there will definitely be an impact from the B2P crowd. At that time I think ZOS need to do a campaign reset to redistribute the population.
