Well we are getting a Sheo Costume soon. Also ZoS destroyed Fire Resist Glyphs in 1.6.2 (a Legendary VR10-14 Glyph only gives 3.5% Fire Resistance now, Live it's 28%) so being a Vampire will probably be dodgy for PvE at least unless they fix it.I'm going with team Sheogorath.

Edit: I blame Twilight for the state of Vamps & WW in ESO. They need to forget that film and work on more TES single player versions of WW & Vamps at the very least.
