Each ultimate has to be 100% charged when you use it
When you cast an ultimate, you can start stacking it up again, in reality if you get your ultimate back straight after you've casted it, you can cast it again.

For Example; PvP
Emperors are able to have 2 ultimates up at once, because they ultimates are dropped down to a really low %

For example their standard goes from 200 > 75
(I'm not sure what the exact numbers are, but they're really low)

Standard = Dragonknight ultimate, strongest Dragonknight ult at the moment > one of the strongest ultimates atm

tl;dr > no internal cooldowns

Emperors only get a 5% reduction on ultimates, they get a 100% boost to ultimate gain however. Which is why they can drop so many, and even non-emperors can have 2-3 ultimates down at once if they charge it fast.

It sounds like a bug, I'd contact in game support to try and get a fix... I know my Devouring Swarm, I'd use to have to hit it 2-3 times even if it was charged, got me killed a lot in PvP, this however sounds like a bugged UI or maybe a broken mechanic... Contact support, if they don't get back to you in a week tops then i'd have to say repair your game, also, does it happen with other ultimates? Or is it just Swarm?
