Horse colours are exactly the same, you can still own a dun horse and a black horse and a paint and a chestnut/sorrel (and a white one if you own imperial edition and a palomino if you bought that from the cash shop) - just that your riding stats no longer depend on the horse, they are linked to your character. So you can use the black horse and get the same speed as any speed training that character gave to a horse. The horse colours are now purely cosmetic.
Also horse colours are account-wide, but riding skill is linked to each character. You will be able to switch horse colour to any that any of your characters owns on any other character, but the stats will depend on the character.

Some of it has come from what ZOS employees said here on the forums and in the reditt AMA, but an awful lot has come from playing around on the PTS, which has had 1.6 on it for a few days (although the whole point of the PTS is that they are using it to see if there need to be changes made to 1.6, so some things may be a little different when it goes on the live servers).Where do you guys get all that intel on 1.6?

Yes if you want the cheapest non-DLC horse, wait until update 6 goes live because it is 10k rather than 17k. The others (black, paint, dun) are all 42.7k. At least at the moment on the PTS that is the situation, there is no guarantee it won't change before official release. But I would hold off, as you say that is potentially 7k left over to use for other stuff - and even if the price on release goes back up to 17k, you won't actually have lost a penny!
Remember that the riding skill is per character, so if you bought two speed horses for two different characters and leveled them to the max, each of those characters should now have the max speed skill.
Any other of your characters can still get access the horse of that colour, but they will not have the riding skill.
So all the money we spent feeding our horses should translate into "riding lessons" for the characters that originally owned the horses.
Of course, if you bought different kinds of horses, either for the same character or different characters, your characters now have access to more skins, but their riding skill should be equivalent to what the stats of their respective horses were.

There are reports of people getting colors they didn't buy and not receiving ones they did.

Um, they haven't made the change yet, except on PTS, so plenty of time for them to come up with something.
Mind you the Crown store will sell horse skins, not to mention Guar skins for mounts, so people can still get some variety (and for only 400 crowns I think).

Its way too late for anything like that. Most likely this will be live within 2-3 weeks as they stated its coming out before the March 17th relaunch. People are just going to have to deal with the changes.
