Medium Armor Passive "Dexterity" Nerfed or Bugged on the PTS 1.6 Build?

I noticed that I'm only getting .4% increase to my weapon crit per piece of medium armor... this is really persuading me to go Heavy Armor... is this a bug or was it nerfed and not in the patch notes?

As they introduced the Champion system, they wanted to ensure people would be able to go for a certain build, now that soft caps are gone, instead of just having every stat soft capped. If you wish to have a high critical chance, you have to actually use medium armour, get the right armour set bonus, weapon traits and spend your points in the Champion system accordingly. You can actually obtain more critical chance now than before, with the champion system of course.2 -

They have reduced the set bonuses for crit strike in half. They removed Exploitation's weapon critical bonus. Before I was able to get 70% critical bonus base without a mundus stone and without casting dark magic. 92% with dark magic and PvP crit bonuses, 96% with mundus stones and divines with all the previous mentioned stuff. Now in 1.6, if this is correct the most I will ever get is 74% (with mundus stone and divines traits) with the Champion System as now I only have 48% with the best crafted and pvp crit gear in the game whereas on Live with the same boons I have 70%. That's including the 10% base weapon critical everyone received so they really did a number if this was "intended".
