Just wanted to put my 2 Gold in. Head out to Shornhelm (Rivenspire) and go up to the upper part of the Town where you had to quest to free it from the Baron. You will find just about everything is still lootable and is not flagged. The Barracks however had every single container set to "opened" already and there was a ton of Guards in there so that Motif farming spot is out. But the rest of the upper Town is loaded with chests, barrels, desks, etc free for looting without a single NPC is sight. There is literally NO REASON for ZoS to give Players a get-out-of-jail-free card in regards to theft in ESO once 1.6 is Live. Looting a container that doesn't belong to you to acquire Provisioning ingredients is theft, no matter how you try and justify it.
EDIT: The Dune corridor (between the 2 halves of the City) in Reaper's March also has tons of freely lootable containers for Provisioning ingredients just like Live.
This, I have been trying out update 6 on the PTS today (it finally having finished downloading LOL) and found loads of places where I could still pick up provisioning mats without stealing. That includes a lot of the upper city in Shornhelm, presumably because I went and killed the Montclair-aligned owners of those mansions in earlier quests (and they do not respawn in your instance), so the houses and containers do not have an owner.
There are also a good few normal houses in Shornhelm lower city that are not locked and where containers aren't necessarily owned and marked as stealing when you loot.
Containers out in the wilderness or in dungeons are unowned. And it sounds from the patch notes as though there will be more opportunities to get ingredients from hunting and fishing.
People wailing that they can no longer loot provisioning ingredients is a lot of fuss about nothing IMO.
It is not "wailing" but reporting a legitimate difference and imbalance. Not all vet areas are the same.
But the fact still remains @Soulshine no matter how you or others justify it, taking a Provision ingredient out of a container that your Character doesn't personally own is theft, period. It's been theft since day 1 in ESO, we just didn't have the Justice System there to add the consequences. TES games have always had that and I'm very glad ESO will too. There are literally TONS of containers all over the world that aren't owned that you can still freely "steal" from. You are still part of the Justice System when you steal from an un-owned container, you just aren't being properly punished for it.
On the other hand, ZoS is giving folks like yourself not only un-owned containers in the world, but a way to gain meat from Fishing and killing critters too. Not to mention the vendors that sell the main ingredient too. Keep this in mind as well. Even if YOU don't steal it, someone else WILL. All they have to do is Launder it and then list it for sale and you are none the wiser when you buy stolen goods. This is a fact of life in the TES universe. Those who feel like they should be able to steal at will without consequence worry me more than those who steal the shirt off your back while telling you how great that new shirt looks
I'm not very happy with the justice system myself. It seems like ZOS is making the game "Steal-To-Win" in that anything that might have value you have to steal to get ahead. There is no easy way for people who don't wish to participate to find items of value.
In Skyrim you had the option that if you befriended someone you could search and take items as they would give you permission to do so. From the testing I have done so far, I haven't seen that mechanic in ESO yet. The only free looting has been at enemy locations, but you have to fight your way to ask their permission
As far as RP goes, I have to laugh at some people who are saying that the Justice system is required to make the game. Here we are, the Heros of Tamriel, saving Nirn from the likes of Molag Bal, who goes around to steal and murder innocent NPC's

That is just the most convenient excuse they can come up with for their to be a complete opt out. Of course, there is an option to disable your ability to attack innocents.

I, for one, welcome there is no opt out of justice system. Law abiding citizens have nothing to worry about and definitely do not want to opt out, only criminals could possibly want to opt out, but these are precisely people that must be punished.
