Conjured/bound/summomed weapons already in the game?

I have been a very casual TESO PvP player and barely kept up with a major updates.
With all the 1.6 hype I came to see what is new, players impressions on PTS patch, etc, and I have noticed a few people mentioning bound/conjured/magical/summoned weapons as if they were already a thing kr would become with 1.6 release.
I did not find any information on the web or forum about this, except for a very old post of someone saying this was a confirmed thing for TESO.
So is this already a thing or will become? If it is in the game, how to access it?
