I believe that is by design. If guards could be killed, you would just have big zergballs of criminal players going through the towns and killing all the guards. There are enough Impulse spamming zergballs in Cyrodiil. Don't need them in all the towns!0 -
Arki✭✭✭Guards cannot be killed, it's by design. They said so in the reddit AMA. Bit disappointing, i'd rather they made them insanely strong and with abilities to gather reenforcements.0 -

Totally agree with you or after a gaurd dies there are 5 others incoming or something like that that would be nice
