A question about Collectibles

Does it matter about the level difference between the mob that drops the collectible item and you?
For example, I'm VR10 and the best place I've found to farm said mob, is a level 40 area (which makes all mobs lvl 40). Will they eventually be lootable when they drop the collectible item, or would I have a better time fighting them closer to my level?

✭✭✭✭✭I could be wrong on this, but I'm fairly sure a collectible will never drop if the mob is low enough level that you wouldn't get any XP from it. I've never had one drop in those circumstances, anyway.
