UI Bug. Lightning Overload + Regeneration

I discovered the bug while trying to run this build I created on a separate account (which I'd like to try and discuss how to get that back somehow)

Whenever you are in lightning overload, and you cast the spell regeneration. It shows the spell being cast on the buff bar. But doesnt actually cast it

Forgive quality of the video, I dont know how to use or set up OBS. But you can see the buff on the bottom right constantly being reapplied for 0 mana.0
