No I don't think so. I live in Australia and I can tell there will be huge population issues along with the cost of running a second mega server. No one would be stupid enough to transfer to it an oceanic one, especially with the failure of other MMO's and there oceanic servers.
Deal with night capping, some people are night owls and your not going to stop it by removing a specific time zone. Infact, it would make nightcapping more easier as there won't be as many active defenders online.

At that time, it would make sense to transfer oceanic over...
